Unemployment Benefits Extensions?

I am currently on my 3rd month of unemployment benefits (Claim started April 14th, 2010) & i was wondering if the new bill was ped on July 20th if i will be able to extend my benefits to the "1st Tier Extension" They expect to p the bill to extend benefits until November 30th, 2010, so if my "Regular UI Claim" ends before November 30th will i be able to extend my benefits to the "1st Tier Extension"?
