Dog Medical Donations, Please Help!?

Please Help!! My mother has a one year old "Pure Bred" Rottweiler that needs two hip replacements. Obviously, my mother was told by the breeder that the dog would be healthy and free from medical issues. Having three other Rotties before, my Mother was weary but trusted this breeder's words. Recently, my mother's dog also tore her ACL and is need of immediate surgery to fix her hips and ACL. The surgeries are estimated to be between 2,000.00 to 5,000.00 which my family cannot afford to pay. My question is are there any agencies or organizations that will help people to pay for surgeries? Other than attempting to find a local rescue agency, I am trying to find help for my Mom. The vet suggested putting the dog down as an option other than having the corrective surgeries, but this dog is a part of our family and it would completely devastate my family. If anyone knows of any information, or any options please, please respond. Thank you for your time and attention on this matter.
