I have a question about Street p Mii Plaza?

I find it a little strange that I need some help with the 3DS, normally I know everything about the 3DS but not this, here is my question: I have a question I was wondering if someone could answer. On the Street p Mii Plaza Nintendo said the first puzzle you get is random, but all of my friends and me all got the same one. And I've seen in the Japanese un-boxing's they always get a different one. But so far everyone I know in America got the same one. Does anyone know why?
